Tao Tao 125 stalls when throttling.

My sons tao tao 125 starts fine, runs when choke is engaged but stalls when throttle pressed. Surges and stalls when choke is disengaged.
Just put a brand new carb on and still does the same thing. Good gas flow, good spark, new air filter, new spark plug.

Check the 2 wires (with green rubber boots) that connect to the ignition coil. sometimes they come loose and need to be re-crimped to ensure tight connection. Surging and sputtering at higher throttle will occur f they are loose. MIght have got a bad new carb as well. happened to me. Many are junk if you bought a "factory replacement"
